As you've no doubt noticed, I haven't posted here in some time. I'm going to go ahead and leave the posting of important news items to the other blog at volonews.blogspot.com. I will, however, keep the links up to date and turn this into more of a business directory exclusive to Volo. If you're a local business and want a link on this site, please let me know. I still get a few hundred page views a month on my old postings.

Who knows, if the retail side of things starts to pick up again after Thornton's opens next week, maybe I'll start taking a more active posting role.

Volo Looking to Spur Downtown Redevelopment

Volo officials hope new sewer and water lines on Route 12 could lead to future redevelopment of the village's downtown area.

Mayor Burnell Russell said Volo will borrow $2 million bond to be used to extend water and sewer lines to the corner of Old Volo Village Road and Route 12. The area is now served by well and septic systems.

Construction to bring water and sewer lines to the area would begin after the bond is officially in hand Thursday morning, Russell said.

"For me, it's real exciting," Russell said. "We are slowly putting bits and pieces of our master plan together and watching as these areas develop into commercial and residential properties."

A closed gas station, tavern, a closed bait shop and the old Volo village hall are currently in the area the sewers will serve.

With the addition of sewers, a proposed Thornton's Gas Station could begin construction at that intersection, Russell said. Village board members hope other smaller businesses will open shop there.

Russell said it's unclear how much potential sales tax revenue could be added to the annual operating budget as a result of the sewer installation.

"Redevelopment has been slowed recently due to the economy, but we are starting to see it pick up a little," he said. "With these sewer and water lines being put in place, it could lead to big things on Route 12 down the road."

Volo has been working for the past decade to attract more businesses to town through the use of sewers along Route 12.

Unfortunately, Russell said most developments that were planned for the 7 miles of Route 12 in Volo have either fallen through or been put on hold because of the economy.

Previously, sewers were extended on the east side of Route 12 to most residential developments. This is the first expansion of sewers to the west side of Route 12.

Volo boy with cystic fibrosis gets his wish for a therapeutic hot tub

Wauconda Middle School student Hayden Manahan was granted his desire for a hot tub by the Make-A-Wish Foundation. The Volo boy was treated to a limousine ride home from school and a party with his friends. The warm, swirling water is therapeutic for Hayden, who has cystic fibrosis.

It took less than three minutes for Hayden Manahan to get out of the limousine, put on swim shorts and flop into the hot tub.

The recipient of a Make-A-Wish Foundation gift, the 11-year-old Wauconda Middle School student, got a surprise limo ride home from school only to find family and friends waiting with balloons, burgers and boisterous cheers.

"I've got the best seat in the house," Hayden, of Volo, said as he slid into the backyard tub.

The seven-seat, 350-gallon, top-of-the-line whirlpool was compliments of the Arizona-based charity and Hot Tubs Etc. of St. Charles.

The warm, swirling, water is therapeutic for Manahan who has cystic fibrosis.

"With therapy and medication, Hayden has been really able to manage his condition," said Hayden's mom, Andrea. "He felt a little guilty getting this gift, but I reminded him that he's worked hard to stay healthy and that matters. This is a celebration of life."

Cystic fibrosis is an inherited chronic disease that affects the lungs and digestive system of about 30,000 children and adults in the United States, according to the Cystic Fibrosis Foundation.

A defective gene and its protein product cause the body to produce unusually thick, sticky mucus that clogs the lungs and leads to life-threatening lung infections. Nearly 70,000 people are affected worldwide.

Currently, there is no cure, but drug treatment and other therapies can lengthen life expectancies.

The folks at Make-A-Wish heard about the Manahans from Hayden's doctor at Advocate Lutheran General in Park Ridge.

"Dr. Gabriel Aljedeff submitted Hayden's name," his mother said. "He's always loved hot tubs whenever we've stayed in a hotel or go to the water parks. And it's very therapeutic for him."

Make-A-Wish is marking the 30th anniversary since the first wish was granted. The organization grants wishes to children with life-threatening medical conditions. The Make-A-Wish Foundation of Illinois has granted more than 9,000 wishes since 1985, officials said.

And what's the best thing about the hot tub?

"Having those jet sprays right on my back," Hayden Manahan said. "It really feels good after a long day."

Volo men arrested in pot sting

Two men accused of growing marijuana in the basement of their Volo home pleaded not guilty Thursday in Lake County circuit court.

Mark Getzinger, 35, and John Theobald, 37, each face up to 15 years in prison if convicted of possession of marijuana with the intent to deliver.

Assistant State's Attorney Fred Day said a caller to Lake County Crime Stoppers suggested the two were growing marijuana, and police obtained a search warrant for their house in the 300 block of Terrace [sic] Springs Circle.

Around 2:30 p.m. on March 30, agents of the Lake County Metropolitan Enforcement Group raided the house and discovered 11 marijuana plants growing in the basement, Day said.

The basement was outfitted with halogen lights, a watering system and fans for the plants, Day said.

Police also found cultivated marijuana stashed in several places in the house, Day said.

The total weight of all the marijuana in the house was around 5 pounds, Day said, and has an approximate street value of $7,500.

Associate Judge Theodore Potkonjak scheduled a trial of the case for June 11 and ordered the pair, who are free on $2,500 bond, to appear in court again June 1.

I imagine this stretch will be closed for several months as construction on the new Thornton's station continues throughout the spring.

Update on Big Hollow land sale

I pulled this paragraph from Big Hollow's website:

"The Big Hollow School District 38 School Board has approved a contract for the sale of the school district's 12.9 acres located at the intersection of Routes 12 and 134. The contracted purchase price is $5 million. The purchaser is a development corporation located in Florida . The projected closing date is July 2010."

It'll be interesting to see what happens there.

I'm glad it's almost here. I'm really tired of all the typical mudslinging ads on TV and radio between the candidates. I had a laugh on my way home tonight because there were no fewer than 20 "Dan Hynes for Governor" sign in front of the plumbers union. I wonder who they're endorsing??? :)

This was printed in the Daily Herald back on Christmas Day. It's a great article that captures the past and present of Volo. Unfortunately, it doesn't really talk much about the future, but hopefully things will start to become more active as we move into 2010.

Young town thrives on antiques, history

People have lived in Volo for at least 160 years, and the town has always been an active community with churches, blacksmiths, stores, taverns, a creamery and homes. Yet it wasn't until 1993 that Volo incorporated and officially became a town.

Local business owners and residents voted to incorporate because they didn't want Volo absorbed into the surrounding villages. Today, it remains a cute little town with affordable housing and not too far out, said Donna Brennecke, Realtor with Century 21 Roberts & Andrews. "And antiquing, oh my gosh, if you're into antiques, there are antique malls, and it's a big thing in that area."

Brennecke said the community is experiencing a period of growth.

"It seems more people are moving out this way because they want more land and like the open space. Give it four or five years, and I think it's going to be the place to live," she said.

"We've been to Volo because we live out that way, so for us it's not far. A few years ago we thought Huntley was far out, and look how far that town has come."

The open space is attracting new construction, and a lot of expansion is going on, said Gary Geer, broker and associate with RE/MAX Grand in Ingleside.

"There are a lot of very nice homes, a good selection and plenty of house for the price range," he said. "There's an opportunity for all kinds of buyers, including first-time buyers and those who want to buy up.

"You can buy a detached single-family home for $175,000 to $375,000 and an attached home for $130,000 to $250,000."

Newer Volo subdivisions include Autumn Grove, Lancaster Falls, Remington Pointe, Symphony Meadows and Terra Springs.

Geer, who specializes in foreclosed properties, says that market is booming. "Unfortunate for some and fortunate for others, that's the bulk of what's selling right now," he said. "And that's the major competition. Banks can move more on price than homeowners."

Heading into Volo on Routes 134 and 12, that area is building up with Home Depot, Menards, fast-food restaurants, bank and grocery store, Geer said.

Volo sits in a central location five miles from Fox Lake, Round Lake, Johnsburg, McHenry and Wauconda. Routes 12 and 120 intersect within the village, providing easy access to surrounding communities and the Chicago and Milwaukee metropolitan areas.

The village's major attraction is the Volo Auto Museum, which was listed in Chicago Magazine as one of the region's top "101 Things to Do." The museum is known worldwide for its collection of nearly 300 antique and famous cars that it displays year round. A visit to the Volo Auto Museum isn't just a trip to see old cars; it's a three-dimensional lesson in American history with cars as the connecting point.

The museum's store offers a large selection of automotive gifts like car T-shirts, car hats, books, signs, posters and more.

Also, the museum hosts many events on its 30-acre campus and is becoming the center of activity for the town and its history.

For a unique outdoor adventure, the Volo Bog State Natural Area is a popular spot, Geer said. "You can walk through the bog; they've got walking paths, and it's a nice rural setting."

A poster commented as to why there haven't been any updates lately when things seem to be picking up again in Volo. Honestly, I haven't posted much lately because I haven't really been privy to a lot of information and I try not to speculate. If I see something on the Village website, in the minutes, or in a newspaper that I think is worth posting, I will.

I just posted a Daily Herald story about the latest on 120 and hopefully I'll be seeing more information soon on some of the things I've been hearing about.

Consensus Reached on 120 Vision

Now that a group of Lake County politicians has agree how Route 120 should be improved from Volo to Waukegan, it'll be up to the state to decide if the idea proceeds.

Members of the Route 120 Corridor Planning Council voted Wednesday night in favor of a "unified vision" for the frequently congested east-west thoroughfare. The recommendation will be forwarded to state legislators with the hope for future funding.

Representatives from five Lake County Board districts and 11 towns agreed on what Route 120 should become. County Board member Diana O'Kelly of Mundelein said she hopes state officials notice how so many interests are on the same page.

O'Kelly said the state's poor financial condition does not mean the Route 120 plan won't gain the needed money to proceed in the future.

"I think we have to hope," O'Kelly said Friday. "I think if the legislators want it, projects do get funded."

Under the plan, Route 120 would become a four-lane arterial highway with limited access between Fish Lake Road in Volo on the west and Almond Road in Warren Township on the east.

Part of the plan would entail a seven-mile bypass segment around the existing Route 120 in the Grayslake area. Local and regional traffic would be separated with the bypass.

O'Kelly said the immediate goal is to gain state funding for the proposed project's first phase that would include engineering studies.

Some members of the Route 120 Corridor Planning Council have voiced satisfaction the bypass concept for the Grayslake area has been devised so it would not have a detrimental environmental effect on the Almond Marsh.

Preliminary cost estimates show the Route 120 work could range from $217 million to $244 million. Local leaders at a 2005 transportation summit pegged improvements to Route 120 as a top priority.

Resurfacing?

Everything I've been reading on IDOT's website refers to the resurfacing of 12/59 through Volo at a cost of over 3 million (approximately the same cost as the resurfacing project going on further south through North Barrington and Lake Zurich); however, what I've been seeing so far on the north side of the road in Volo has merely been more band-aids. What gives?

Q. How do you go about supporting business development in your community?

A. Volo is a home rule community and that allows a certain amount of flexibility in the amount of help we can give a developer, such as sales tax rebates. We are also able to extend water and sewer systems to vacant or developable land such as the area of Route 12 and Volo Village Road.

Q. What is currently in the works (ground has been broken or will be in the next couple months)?

A. At the present time, I only see one project that could break ground in the next several months; that is a Thornton's gas station at the Northeast corner of Route 12 and Volo Village Road.

Resurfacing of US 12/ IL 59 to begin

It's LONG overdue, but the resurfacing of 12/59 through Volo is ready to commence! According to the IDOT, this project will take about 3 months and will involve resurfacing a 3 mile stretch from just north of Volo Village Rd up to where 12 and 59 split in Fox Lake.

Also, another really bad stretch of 12 through North Barrington and Lake Zurich from just north of Route 22 in Lake Zurich to Old Rand Rd in North Barrington is going to be resurfaced this summer as well along with traffic signal modernization in Lake Zurich.

I'm really glad they're finally taking care of things this year. I don't think Route 12 could stand another winter.

Attention Volo residents: Go get your free light bulbs

And what's the prize for being one of 10 winners across the state? The village received 400 money-saving compact fluorescent lights to hand out to residents.

The CFL bulbs, courtesy of the Citizen's Utility Board, are designed to burn longer and use less electricity. They are available to Volo residents at village hall, 500 S. Fish Lake Road. There is a limit of two per household.

"They are here and we are giving them out to any village resident who wants them," Village Manager Ken Buchardt said. "We're happy about the award. It's a nice little thing for us to win."

Volo won the bulbs after residents took part in CUB's "Get Green" Community Giveaway, by pledging to use at least one energy-saving light bulb in their home within the next year. The village was one of 10 Illinois communities with the highest percentage of pledges in 2008, earning their share of the prize.

According to a news release, the money-saving CFL bulbs use up to 75 percent less energy than ordinary incandescent light bulbs, and can save users $50 over its lifetime.

"CFLs are great for both your pocketbook and the planet," said Rebecca Devens, CUB's environmental programs coordinator.

In 2008, 18,000 people statewide took the pledge by filling out a form at CUB's "Get Green" page at CitizensUtilityBoard.org.

Buchardt admits the results granting Volo the win may be a bit skewed.

"CUB went by percentages, so with Volo only having 1,000 residents in 2008, we needed a lot less residents to vote in favor of using the bulbs than larger towns," he said. "But, we still appreciate the bulbs and will get the word out that residents can pick up the bulbs here."

State expands holdings around Volo Bog

SPRINGFIELD -- Illinois officials have purchased 32 acres in northwest Lake County that they say contain one the state's natural wonders: a bog.

The Illinois Department of Natural Resources says it bought the land for nearly $1.1 million. The Illinois Conservation Foundation provided a private donation of $125,000 toward the cost.

Officials say the new state property offers access to the existing Volo Bog State Natural Area, while also buffering it from encroaching development. The bog transformed over thousands of years from a deep lake to a floating mat of moss and cattails, providing a home for rare plant and animal species.

The Volo Bog is a National Natural Landmark. IDNR Director Marc Miller says the purchase helps protect of the state's most unique landscapes.

Thornton's in Volo?

I don't normally post twice in one day but I was just looking at the agenda from the village board meeting this past Tuesday and it refers to the plan commission public hearing on 3/19. The bullet says "Thornton's PUD" which leads me to believe we could see yet another gas station along Route 12. Goody.

Update 3/17/09 - the agenda for the 3/19 meeting has been posted and I can confirm that this meeting is regarding the addition of a Thornton's gas station and convenience store at the NE corner of 120 and Volo Village Road."

I did like the comment the other day about taking the BP/McD's and making it a Rock 'N Roll McDonald's. I still think my Sonic idea is worthwhile too!

Consumers Credit Union grand opening

VOLO – Consumers Credit Union has opened its newest branch at 195 E. Route 120 in Volo.

Grand opening festivities at the new office will kick off at 9 a.m. April 11 with a formal ribbon-cutting ceremony that will be attended by Consumers Credit Union officials, local dignitaries and Volo-area business leaders.

The new office also will host a “Business After Hours” event for members of the Wauconda and Fox Lake chambers of commerce Thursday, April 16.

The highlight of the celebration is the giveaway of a new Pontiac Vibe from Anthony Pontiac of Gurnee. Registration for the car giveaway will take place April 16 through July 3. The credit union will announce the winner of the contest the week of July 6.

Volo Village Corner Market scrapped

Hey all - sorry for the lack of updates lately. Frankly, there really hasn't been much to report on during this rough economic crisis. Development is at a standstill and unforunately, most of the news is bad.

I was driving down Route 12 the other day and noticed that the sign for Volo Village Corner Market (opening Spring 2007, er, 2008) had been replaced by a public hearing sign. I haven't been able to read the specifics yet, but I visited the VVCM website this morning and the entire project appears to have been scrapped and the land is for sale again.

I think that corner would be optimal for a food chain - particularly Sonic Drive-In. The famous classic carhop restaurants returned to the Chicago area in 2008, opening 3 locations in Bartlett, Algonquin, and Aurora. There is a distinct lack of restaurants along Route 12 between Wauconda and Fox Lake, and the theme of the restaurant ties in perfectly with the Volo Auto Museum across the street.

Retail Updates

I got an e-mail today about leasing opportunities at Tucker Development, the company handling the development of Shops at Lakemoor. The e-mail made no mention about availability at Shops at Lakemoor so I sent an e-mail to Tucker's VP of leasing asking if the project was on hold. I got a response back that they were waiting on securing an anchor. He wasn't able to provide me any other information but I could speculate that either Wal Mart backed out, or they were never officially signed on in the first place.

As for Volo Village Marketplace, their website hasn't been updated in almost 9 months and I never hear back from any of the leasing people when I try to contact them. I have a feeling this project is dead for the time being.

In unrelated news, it appears that the buildings occupying Starbucks/Foxxy Nail Spa and Autozone are for sale. I noticed the MidAmerica signs had been replaced with Next Realty signs about a week or two ago.

This is old news, but still worth posting. I applaud Volo for voting on the 6 lane plan, but unfortunately, that's not how it will be done. Pretty disappointing.

Four-lanes preferred for new Route 120

Traffic won't move as quickly but municipal and other interests flanking Route 120 say an expressway is not the best answer.

Instead, the heads of the Route 120 Corridor Planning Council have decided a four-lane boulevard would adequately carry traffic along a 14-mile stretch from Route 12 to the Tri-State Tollway.

Whether traffic at intersections will be controlled by roundabouts, traditional signalized intersections or a combination is to be determined by early spring.

Marty Buehler, head of the Lake County Division of Transportation, described the decision as "an important milestone" in the estimated $521 million project.

The decision comes three years after county leaders decided a major project to improve east-west traffic along Route 120, which is two lanes for most of its length in the project area, was necessary.

A detailed study narrowed the road character to four options, including a seven-mile bypass of existing Route 120 through Grayslake, Hainesville and Round Lake. Such an improvement at one time was considered the north leg of a Route 53 extension.

Pursuit of that project ended several years ago because no agreement could be reached. A consensus on exactly what the Route 120 corridor project should be is regarded as essential.

Basically, the corridor council will provide the Illinois Department of Transportation with stacks of information regarding a single plan. That is expected to cut the state's study time, although construction is not expected to begin for at least six to 10 years.

The four-lane "hybrid" alternative was approved by an 11-2 vote Wednesday, with representatives from Gurnee and Volo opting for a six-lane solution.

"Although it (six-lane expressway) isn't popular, it looks more to the future than roundabouts," said Gurnee Trustee David Ohanian. "If people can get to your area more quickly, you may find more jobs coming to your community."

Alternatives were rated on 26 criteria. Information gathered for the council showed it would take 14 minutes to travel on an expressway from Route 12 to the tollway, compared with 26 minutes for the four-lane option, either with roundabouts or traffic signals.

"While moving that traffic, let's not forget the people who live along the existing Route 120 and their accessibility," said Lake County Board member Melinda Bush of Grayslake, who is new the council.

The next steps will determine specific road alignment. Buehler said that will be "probably of the most interest to the public."

How the project would be financed must also be determined, "Or all the time we're all spending at this is a complete waste," Ohanian said.

Aldi applying for liquor license

I found it interesting that Aldi has applied for a Class C liquor license (allowing liquor to be sold (not consumed) on premises). I've never seen liquor at Aldi before, particularly because most Aldi stores are too small. Although when I think about it, Aldi would be a great place to buy those holiday gift sets with the bottle and either a martini glass, or shot glass, or some other accessory. A bit late for this year, I suppose! :-)

Holiday Tree Lighting - December 6

According to the Village website, this year's holiday tree lighting will be held on Saturday, December 6 at the Volo Auto Museum. Refreshments will be served beginning at 4 with the tree lighting at 5.

In addition, the Bubel Aiken Foundation will be gift wrapping paid items for charity at the Volo Mercantile Mall at the Volo Auto Museum from 10:00 a.m. to 5:00 p.m. The Auto Museum is providing them the gift wrapping and they provide the gift wrappers to raise money for special needs children!

Hey loyal Volozens and friends. I'm back after my little hiatus and, as expected, there's not a lot of new information out there to share. Looks like Volofest was a good time. I'm also liking the new Welcome To Volo signs that I've seen in a few places. They look very sharp. Foxxy Nail Spa next to Starbuck's just installed their sign so it's only a matter of time before we'll be hearing about the "Venti and Pedi" special.

As expected, nothing's happening with Volo Village Marketplace and I'd imagine that the whole project has been shelved to next year. I'm greatly disappointed that there haven't been any updates from the Village or from Mid America/Orput on the status of the project. I hate to say it, but they probably don't know either.

I should have a new poll up in the next few days.

Well it looks like most people take Metra out of Round Lake, which is about to lose 1/3 of its parking temporarily to support a future expansion. So that means people are going to be fighting for the 80 or so spaces at both Long Lake and Ingleside! Better get there by 6 a.m.!

I'm going to be on vacation, so I'll post the next poll question when I get back! Maybe there'll actually be some progress on some of the projects allegedly going on around here. Although of course, now the Big Hollow lot on the corner of 12 and 134 is for sale again, so I doubt it!

Volo Raises Sales Tax by 1 Percentage Point

This article from the July 31 Daily Herald (http://www.dailyherald.com/story/?id=224499) is a great segue to something I posted on my blog last week that I'll share here. It was a delightful Home Depot experience. I've changed a few words to make it more appropriate. The comments below the Daily Herald article are pretty funny, although I don't know why people are really complaining. There are so few businesses in Volo for it to really make a huge difference at this point. And, frankly, I'd rather be paying 7.5% than what people are paying in Cook County!

You know the economy is bad when...

...you argue over 7 cents.

I bought some air filters for my HVAC unit a few weeks ago and it turns out I bought the wrong size. On Wednesday (July 30), I returned them to Home Depot with the intent on exchanging them for the right size. The other size was the same price so I expected an even exchange. Home Depot has a separate returns counter, so I had to get my money back first and then go through the regular register with the new purchase.

I scanned the new filters in using the self checkout and I expected my total to be $7.46. That's how much was returned to me and so I expected to put the same amount back in. To my surprise, the total came up $7.53! How is that possible? I asked the girl manning the self checkouts to explain why there was a price difference when I was making an even exchange. The girl tried to tell me it was because I was buying a larger size that made it cost more. I had to explain to this girl at least twice that the two items were the EXACT SAME PRICE. What difference does the size make if the price is the same? I was trying to be polite about it but it was very clear this girl had no idea what she was talking about, and to make matters worse, she was starting to get [irritated] about it. "Well *I* don't know why it's not the same." I should have just paid the extra 7 cents and left, but I really felt like I was being cheated here, so I asked her to get a hold of a manager.... for 7 [lousy] cents!!! It was all a matter of principle by that point. The girl should have offered to ask someone else rather than be nasty about it, so by that point, I was going to make her work. A manager wasn't available, but a more senior member of the Home Depot team came over and explained to me that the sales tax rate had adjusted the previous Saturday (July 26). Now the [Volo] sales tax increase should have already happened, but apparently Home Depot was just now getting around to it. The lady kindly adjusted my item by 7 cents which is what a GOOD salesperson would do, and because of the sales tax adjustment, I ended up saving a penny in the end!!! Go me...

I was very polite and even said thank you to the rude girl behind the self checkout counter. She said "have a nice day" without even looking at me. Touche.

Volo Compost Plan Draws Heat

For years, the Perricone brothers have used composted grass clippings as a nutrient for trees and other plants at their garden center and nursery in Volo.

No one, they say, had an issue with the operation. But the business now is facing heat from residents to the west and has to secure a permit from the Illinois Environmental Protection Agency to operate a landscape waste compost facility.

"We've been here 15 years and never had a problem," said Mario Perricone. "We use the compost because it's good for our plant material."

Perricone Brothers Landscaping Inc., is applying for an IEPA permit to operate a landscape waste compost area on 6.2 acres of and adjacent to its garden center on Route 120 and Fisher Road.

The facility would accept landscape material - grass clippings, leaves and brush - for composting. Most of the material has been generated and used on the 45-acre site, according to Perricone, although some also has been accepted from contractors who arrive with debris and leave with trees or other plants.

"Even homeowners who buy trees from us can drop off a bag," Perricone said.

Perricone also will apply for a landscape material transfer permit, which will allow debris to be moved from a central drop off point, for example, to the composting area.

The proposed operation drew about 50 people Thursday from neighboring Lakemoor to a Volo plan commission hearing, on requests to annex a portion of the property. The hearing has been continued to Aug. 21.

Concerns included potential odors from the operation.

"'Might' is the word," said Volo Village President Burnell Russell. "I think there's a little hysteria going on there."

Perricone contends the business is being singled out because of a single complaint.

"We try to do things the right way and recycle and use it on our own fields and own property," he said. Grass clippings can produce an odor when they sit for long periods but since the materials are being constantly used that is not the case, he added.

All compost facilities require a permit, said Mike Kuhn, solid waste specialist with the Lake County Health Department, which regulates the operations on behalf of the IEPA.

"We had a complaint about some of the operations, just people questioning what was going on," he said. "We thought we should look not only at the one we received the complaint on but some of the larger operators," he said.

Notices that permits to either compost on site or accept landscape material for transfer to another location are needed have been sent to eight operators in Lake County, Kuhn said.

"We want to make sure there's no off-site odor problems," or potential impact on groundwater or surface water, he said.

Perricone is being allowed to continue composting and using materials generated on site but no fresh material is being allowed in, Kuhn added.

Fish Lake & 60?

I was driving home from my friends' place in Wauconda on Friday night, and decided to take Fish Lake Rd home to see how the construction was progressing. I don't take Fish Lake very often because I usually take Wilson to Nippersink. To my surprise, or perhaps not so much, not a lick of work has occurred at the intersection since I last crossed that intersection over a month ago.

Oh goody, another project that's going to take forever to get started!

Just like the forward motion of projects in town, it's been slow here at the blog this week.

I do have a gripe about the Village website, though. Updates to agendas and meeting minutes has been really bad the last month or two. I'm sure minutes have been approved since April 8. No July meeting agendas have been posted. I really like Round Lake's Meetings site : http://eroundlake.com/meetings.asp It lets you choose the date range and then will list all the meetings for that month. There are then columns next to each meeting for the agenda, the minutes, and the audio. It just seems to be maintained more frequently. Seeing that not a lot is going on, I don't see why someone can't take 10 minutes to keep the agendas and minutes pages up to date.

Volo Plumbers Help Wipe Out Hunger

I thought I'd celebrate this blog's 100th post with a little philanthropy!

From the 6/18/08 Lake County Journal:

Plumbers Local 93 in Volo teamed up with the Plumbing and Mechanical Contractors Authority of Northern Illinois (PAMCANI) and Plumbers & Pipe Fitters Local 501 in Aurora to contribute 30,736 meals to the Northern Illinois Food Bank.

“We are delighted with the results of this first of what we expect will become a tradition of opportunities for our members and the general public to help sink hunger in our communities throughout the years,” PAMCANI Executive Director S.J. Peters said in a press release.

PAMCANI, which has its headquarters in Downers Grove, represents its contractor members in their relationships with unions having jurisdiction in DuPage, DeKalb, Kane, Kendall, Lake and McHenry counties.

“It’s amazing to see what can be done when so many people join together to help others,” Northern Illinois Food Bank promotions manager Shannon Thompson said in a press release. “The members of PAMCANI have helped make a difference in the lives of hundreds of our hungry neighbors.”

Volo Auto Museum hosts Military Festival on Sunday

When it comes to attracting dads, the Volo Auto Museum does not need to put forth much effort.

After all, the museum features 300 classic and antique cars to browse. But add onto that the first chance to sit inside a military vehicle used in World War II and Desert Storm, and families may find the perfect place to take dad this Father's Day.

The Volo Auto Museum will hold a Father's Day Military Festival starting at 10 a.m. Sunday.

The family-owned Volo Auto Museum features an assortment of military vehicles and two Huey helicopters used from World War II through Vietnam and Iraq. These are all part of the Combat Zone and Military Museum complex that opened in 2004.

Among the many vehicles to see, is a Vietnam War wagon called the Squatter Swatter featuring six five-caliber guns and double reinforced armored walls. Or see the mobile rocket launchers that carry 14 rockets.

During the festival, children can try on U.S. military uniforms worn by combatants during World War II.

Actual M-16s used in major conflicts and in the movies also will be on display.

Throughout the day, military cannons, including a 105-mm black power cannon will demonstrate their fire power with the assistance of Captain Zak's World War II Presenters. The cannon can be heard five miles away.

This Chicago area re-enactor troop will be on site throughout the day to demonstrate the trials and tribulations of World War II encampments and educate the public about daily rituals and struggles during this period in history.

Holding the museum's first military festival allows the museum to honor the military's men and women. But just as the museum plans special attractions on holidays like Mother's Day and Memorial Day, Father's Day also offers a chance to provide something more for fathers and hopefully the whole family, assistant director Cyndi Sarabia said.

"There are certain days, such as Father's Day you can get people out to the museum. This is just what men want to do," she said. "But we want to offer something so they will want to bring the whole family."

Joining the Volo Museum's arsenal of military vehicles will be artifacts found in the military museum.

Among the artifacts is a strand of President Abraham Lincoln's hair.

In addition to this military experience, 300 classic and antique cars will be on display.

The museum will be open from 10 a.m. to 5 p.m. Sunday. Admission is $10 per adult. Military personnel dressed in uniform are admitted free.

Next leg of Millennium Trail to begin

More work planned for Millennium Trail

Construction could begin soon on another leg of the long-planned Millennium Trail through Lake County.

The newest path will be in the Volo area, between the Singing Hills Forest Preserve and the Autumn Grove subdivision.

The Greg Greenhill Construction Co., a Ringwood firm, is set to build the newest trail leg. If the full forest board approves a proposed contract next week, the company will be paid $245,673 for the job.

Board committees have tentatively approved the deal.

Greenhill is building another leg of the trail this summer, too. That piece, roughly 2 miles long, will connect the Lakewood Forest Preserve near Wauconda with the Ray Lake preserve.

The first section of the Millennium Trail opened in 2002 near Mundelein and Wauconda. About 11 miles of the trail have been built so far, mostly between the Lakewood and Singing Hills preserves.

Short legs also have been completed in the Rollins Savanna near Grayslake, at the Bonner Heritage Farm near Lindenhurst and in McDonald Woods near Lindenhurst.

When completed, the entire trail will run 35 miles through much of Lake County. It will connect with other paths, such as the Des Plains River Trail.

Hiking, biking, cross-country skiing and horseback riding are permitted on the Millennium Trail.

Starbucks Opens!

VOLO – Starbucks Coffee Co. opens its first Starbucks store in Volo today. And store manager Karen Castillo is riding a double expresso-type charge about it.

“I’ve been with the company 10 weeks, and they never give a new person a new store,” Castillo joked. “I guess I’m so awesome, they asked me if I would be interested. Now I don’t have to clean up anyone else’s mess. I’m walking in to a brand new start.”

The new store features a drive-through, outdoor patio, upholstered furniture, café tables and chairs, and a signature coffee bar area that is being added to new Starbucks stores.

Customers also now can head into any of 7,000 corporate-owned Starbucks and fire up a Wi-Fi-equipped laptop or smart phone for up to two hours a day, compliments of Starbucks and AT&T. Users need a refillable Starbucks Card with at least $5 on it, and must have used the card once within the past 30 days to access the Wi-Fi.

“It’s a really, really nice atmosphere,” said Castillo, 32, of Carpentersville.

The new store will have about 10 employees.

Regular store hours are 4:30 a.m. to 9 p.m. Monday through Thursday, 4:30 a.m. to 10 p.m. Friday and Saturday, and 5 a.m. to 9 p.m. Sunday.

“Anytime a new store opens they usually tweak little things, but we’re really trying to get back to the basics and get rid of the extra nonsense we used to carry,” Castillo said. “It’s a great product. I’m trying new drinks that I never would have. ... People keep coming in and trying to pull open the door or go through the drive-through. I think it will be really good, especially with the Home Depot nearby. All of those contractors need their cup of coffee in the morning.”

As much as I'd rather there not be a signal there, I think it's a good idea and I look forward to not having to fear for my life crossing over 60!

The Shops at Lakemoor : No Moor?

I was driving to work this morning and as I passed 120, I noticed that the sign for Shops at Lakemoor had been removed. I didn't recall any wind storms that would have blown it down, so I wondered if it was true that there wasn't going to be enough room for two big shopping centers in the area considering the current state of the housing market and economy. I contacted the leasing agent with Tucker Development and he stated that the project was still a go and that they were working on securing the anchor (Wal Mart?). He said he'd have more information before the first of the year.

First of the year? Things sure are developing slowly. Assuming Volo Village Marketplace breaks ground this summer as expected, they're going to have a good head start.

Metra Milwaukee North to add new weekend trains

In response to increased ridership, Metra is adding new trains on the weekends to the Milwaukee North line. Beginning Memorial Day weekend, Volozens who wish to make the trek downtown will now have two additional inbound and outbound options on Saturdays, and one additional inbound and outbound option on Sundays. These trains also arrive downtown about 7 minutes sooner because they do not make every stop. This is good because the weekend trains are notoriously late due to passenger loading. Trains will not stop at Ingleside and Long Lake, but they do stop at Round Lake and Grayslake, in addition to Fox Lake where the train originates.

Consumers Credit Union opening branch in Volo

Consumers Credit Union is opening a new branch in Volo, which will be its seventh, at the end of the year, said Sean Rathjen, president of chief executive officer of the 50,300-member credit union.

"It's a growing community there with a lot of houses being built. We have a lot of members living in the western part of Lake County. They wanted our services to be near them," said he.

The 5,000-square-foot full-service facility will be at the intersection of routes 60 and 120.

Rathjen, who was named the head of the credit union four years ago, called 2007 the best year ever with both membership and revenue up for the not-for-profit financial organization.

What made it successful in a year when many financial organizations suffered because of the subprime loan crisis is that Consumers Credit had wisely stayed away from the lending practices associated with subprime loan.

"We're not impacted by it because we refused to get involved in those types of lending," said Rathjen.

Instead, Consumers Credit Union late last year started to offer 7-year balloon mortgage at 5.625 percent with what he called "phenomenal success."

The beauty of the special product is that the mortgage provides 90 percent financing of the value of the property instead of the traditional 80 percent, Rathjen said.

"The rate we offer is below market," he stressed.

Most borrowers pay off their loans in seven years, he said. If not paid off, they would refinance their loans before the end of duration anyway.

Earlier this year, Consumers Credit also offered a line of home equity at 4.99 percent up to $1 million with equal success.

Another "phenomenal success" is the "Rewards Checking" bearing a 5.09 percent interest on a balance of up to $25,000.

"It's the best you can find," said Rathjen.

There are certain conditions attached, though, including that an account holder must sign for receiving electronic instead of paper statements, make 12 debit card transactions and pay one bill electronically.

Meeting the needs of credit card holders tired of paying high interest rates and late fees, Rathjen, ever innovative, launched a Visa balance transfer program. Under the program, Consumers Credit is offering 7.99 percent fixed rate for people transferring their accounts to it.

"Thousands of people have transferred their accounts to us," he said.

Consumers Credit does charge a late fee of $25, but it gives 10-day grace period while many credit card companies start to assess late fees if one is a day late, he said.

Naturally, those who transfer their accounts as others who want to benefit from the offerings of Consumers Credit must become a member. It costs just $10 to join with $5 to open an account and $5 for membership.

For its outstanding services, Consumers Credit has received the Dora Maxell Award for advocating the philosophy of credit union, and also the Louise Herring Award for providing financial education in the Latino community.

"I just love what I do. As non-profit organization, we're not for profit as a non-profit organization, but try to serve people by giving them the best possible financial information and advice," said Rathjen.

As for the person that only works 1-10 miles away, how can I get a job with your company??!! :-) I'm part of the 20-29 group (Volo to Northbrook) and my hair gets grayer every day!!

- Could the road conditions on Route 12 get any worse right now, especially through Lake Zurich?
- Will the Long Lake Metra project EVER get off the ground? I saw a For Sale sign next to the land that was supposed to be earmarked for the new parking lot, so that wasn't a good sign.
- How nice it is to see all the green sprouting up around town. I need to get to the Depot to get stuff for the planter!

I swore the open house was scheduled for April 19, but apparently I was mistaken. The Village website now reports that the open house is scheduled for Saturday, May 17 from 9 a.m. to noon. I read in today's Daily Herald that the emissions testing facility in Volo will close at the end of this month. Somehow I knew when I read the headline that ours was one that was going to go. The nearest facility that will remain open will be the one in Crystal Lake. There are also other Lake County facilities in Lincolnshire in Waukegan.

In 1993, the village of Volo conducted business out of a small storefront that was used part time as a rug and drapery storage room.

"We had one employee when we first got it. She was in there working with the rugs around her," Volo Mayor Burnell Russell said. "It's easy to see why this new building is one of the most important steps in the town's history."

Starting Tuesday, the latest phase of evolution of Volo will open to the public. Residents can attend an open house from 9 a.m. to noon May 17.

The new village hall, at the corner of Route 60 and Fish Lake Road, is an expansive, 15,500-square-foot, three-story building.

But for Russell, the significance of the new building goes beyond the new woodwork, carpeting and furniture.

It's the next piece of a puzzle that was started five years ago and should be finished in 2013.

"When we were open land five years ago, we asked all the property owners to pitch in to help create a comprehensive plan," he said. "We are simply following that plan now."

He said the new village hall was one small but significant piece of that larger plan.

Eventually, he said, the village will be 50 percent residential, 40 percent commercial and 10 percent open space.

When completely built out, the village will have about 8,500 residents and 260 businesses. Currently, the village has 1,616 residents and 60 businesses, he said.

"We should be built out residentially in 2013 or 2014," he said. "And, after the first main retail development comes in, the other business should follow quickly."

He said the first main retail development, the Volo Marketplace on Route 12, is expected to break ground in the fall and be completed in 2009.

"Honestly, we've had good people, good planners, good engineers and a good attorney that has helped us get to this point," he said. "This village hall is just the next step in a long line of steps that we are taking."

For now, he's simply admiring the direction the town is moving, and is content that the $2.4 million village hall will be ready on time and under budget. The project was funded by developer impact fees.

"We wanted to get it all done as fast as we can, and it looks like we are moving forward with it," he said. "It's just a fantastic building and we are extremely happy it's almost done."

Volo in the Final 4?

During the NCAA tournament, the Chicago Tribune is running its "Bracketology" column which pits various Chicago items not related to sports. Last week, the vote was on to choose Chicagoland's best town name. Volo, along with Sauk Village, Sandwich, Midlothian, Justice, Golf, Alsip and Minooka were selected.

In the first round, Volo defeated Sauk Village, Sandwich defeated Midlothian, Justice defeated Alsip and Golf defeated Minooka.

In the final 4, Sandwich defeated Volo (boo...) and Justice defeated Golf.

The finals saw Sandwich defeat Justice. I guess people were hungry.

Volo to fund intersection improvements

Volo won't wait for the Illinois Department of Transportation to fix three dangerous intersections and will instead fund the work itself.

Mayor Burnell Russell said Friday work will begin as soon as the weather breaks in April to install traffic signals and turn lanes at Fish Lake Road and Route 60.

The improvements are expected to cost about $1 million for the intersection, which now has only a stop sign. The village will pay the entire cost.

"Route 60 is a state road, but we can't wait for IDOT to find the money to fix it any more," Russell said. "This intersection is dangerous and needs to be upgraded. So, we are doing it ourselves."

He said it's not the number of accidents there, but blind spots make it hard for drivers and pedestrians to see each other when traveling on Fish Lake Road or Route 60 near the intersection.

"And, with the Millenium Bike Path going through that area next year, it has the potential to be a real problem," Russell said.

The village will use loans to immediately fund the roadwork. The loans will be repaid with transportation impact fees paid to the village by developers, and a one percent sales tax increase.

The village board approved the sales tax increase in March, after voters granted Volo home-rule status in the February primary election.

Russell said Volo officials sought home-rule authority so they could use the sales tax to fund intersection and road improvements.

The larger sales tax checks should begin arriving in July.

"It'll be an increase of $350,000 this year because we are only getting about six months from it," he said. "But it should double next year and increase more as more commercial comes to town."

Once that project is complete this summer, Russell said, roadwork will begin on Route 120 and Fish Lake Road. The third project will be at Molidor Road and Route 12. Although that project is slated for late fall, he said it could be pushed until next spring.

"As long as we can do it ourselves, we'll do it," he said. "That's why we asked voters for home rule for the sales tax increase. We wanted these and other intersections fixed."

Big Hollow school district hiring teachers, restoring programs

Flush with $10 million from a February bond-sale referendum, Big Hollow School District 38 is looking to hire at least 24 teachers to alleviate crowded classrooms and reinstate programs for the upcoming academic year.

"We've already posted the vacancies," District 38 Supt. Ron Pazanin said at a School Board meeting Monday. "Quite frankly, we're getting a lot of résumés in."

The hiring plan would reduce average class size at the Ingleside-based elementary district from 28.2 pupils—the highest in Lake County—to between 20 and 27. It includes 11 teachers for art, music, computer and gym classes.

Facing a $3 million operating deficit, the board eliminated all music and art classes and reduced computer classes for the current year, prompting concerned parents to campaign door-to-door this winter for the referendum measure.

"I'm definitely encouraged that the board is taking all the right steps at this point," said Cathy Ralston of Round Lake.

Serving parts of Ingleside, Fox Lake, Round Lake, Volo and Lakemoor, Big Hollow has seen enrollment more than triple in the last decade to about 1,460 pupils. Financial woes have recently plagued the district, which has borrowed nearly $7.8 million to meet expenses over the last four years.

Though the board authorized the hiring plan and program reinstatements Monday, a "wish list" of 13 other improvements—from new textbooks to hiring a school nurse—was mostly deferred. The district's consultant, Warrenville-based PMA Financial Network, is expected to make a presentation April 21, which should give the board a better idea of how far the $10 million will go, according to officials.

"Our priority is to see what kind of money we really do have," said board member Jan Carsella.

At least one item can be scratched from the list. While respondents to an online parent survey hoped the board would reduce registration fees, it voted to maintain last year's rates of $200, with new students and early registrants paying $150 each.

Another item on some residents' wish lists involves fees added last year for interscholastic sports. After a $215 charge, participation in wrestling dropped by 50 percent, while track and field lost a third of its team over the previous year, officials said.

"We want this lowered so all kids can participate," said LaDon Schneider, athletic director at Big Hollow. "I'm obviously hoping the School Board is going to come up with something that's much more reasonable."

In a separate matter, the board unanimously approved a resolution supporting a countywide effort to ask voters to raise the sales tax by 1 percent to provide construction funding.

If passed by voters in November, the County School Facility Occupation Tax proceeds would be divided based on enrollment. Big Hollow's share would be about $825,000 per year, which could be used to offset construction bonds for its new Fish Lake campus, or set aside for future projects, officials said.

For some reason I thought I began this blog in March last year but I just realized that my first post was February 16, 2007! WOOPS!! How quickly time flies -

While the last year wasn't necessarily filled with great progress in Volo, I think next year at this time will be a completely different story. 2008 marks Volo's 15th anniversary as an incorporated Village. The other day I posted the first in a series of articles from the Daily Herald archives and later this spring, I will post a whole series of articles regarding the trials and tribulations eventually leading to the incorporation of Volo. You should see an early version of the zoning map! What a mess!! Also, did you know that there was almost a 750,000 square foot enclosed shopping mall built at the corner of 120 and 12??? My Dad worked for the company that was going to originally develop the land that now looks to become The Shops of Lakemoor so I'm hoping to have more information to share about what eventually caused that project to die out.

This year will also mark the groundbreaking for Volo Village Marketplace as well as the hopeful intersection improvements at Molidor/12, Fish Lake/120 and Fish Lake/60. Starbucks is nearing completion and looks to be ready to open sometime in late March/early April. As for the Volo Village Corner Market, I have a feeling the 2008 that covered the 2007 on the sign is about to be covered with a 2009! :-)

I managed to make 72 posts over the course of the year. That's about 1 post every 5 days on average. Hopefully this year I'll have a lot more to say! :-)

Volo home sales up 140% in 2007

Condominium units, especially in the City of Chicago, were the top performers in the housing market, according to an analysis of 2007 sales activity by RE/MAX Northern Illinois. The analysis was based on data collected by the Multiple Listing Service of Northern Illinois.

Sales of condos and townhouses (classified as attached homes by the MLSNI) were equal to or higher than 2006 levels in 55 suburban communities and 29 city neighborhoods in 2007. Total sales of attached homes in the seven county Chicago metropolitan area fell 18 percent in 2007, but declined just 10.5 percent in the City of Chicago.

MLSNI data shows a total decline of 21.3 percent for sales of all types of housing in the entire metro area, with sales of detached units (primarily single-family homes) posting a 23.8 percent decrease for the year.

"The city condo market showed particular resilience in 2007 across almost all parts of the city and all price categories," said Jim Merrion, regional director of RE/MAX Northern Illinois. "Overall, the current housing market offers an outstanding opportunity for buyers to take advantage of falling interest rates for mortgages and an extensive inventory of homes for sale in almost every price category."

In Chicago, sales of attached homes, mainly condominiums, rose in 27 neighborhoods, with the most striking gains coming in such newly chic areas as North Center (11 percent), Lincoln Square (18 percent) and Avondale (24 percent). McKinley Park earned honors for the largest percentage increase with 51 attached sales, up from eight the year before, a gain of more than 500 percent.

Only four of the 77 official city neighborhoods saw sales increase in both the detached and attached categories. Those neighborhoods are Lincoln Square, Forest Glen, Bridgeport and Mount Greenwood. However, none of those areas had the largest percentage increase in total sales. That honor went to McKinley Park, where total sales rose 55 percent, with 73 homes changing hands. Bridgeport saw total sales rise 22 percent to 159 units, and in Lincoln Square, where the market is much more active, sales rose 19 percent to 678 units

Across suburbia, sales as a whole fell 24.2 percent in 2007, based on MLSNI data, and while there were local variations, sales in all seven counties of the metro area were down at least 20 percent, with Will County showing the largest dip in sales activity at 27.2 percent.

Nonetheless, 20 suburban communities did see total sales equal or surpass those of 2006. Among those communities recording the largest gains were Volo (140 percent), Kenilworth (72 percent), Fox River Grove (22 percent) and LaGrange Park (13 percent). Sales of attached homes were especially strong in Willowbrook and Lake Forest (both up 24 percent) and Yorkville (up 58 percent).

2 motorists injured after coyote causes head-on crash in Volo

Two motorists were injured after a wandering coyote caused a head-on collision on Route 12 in Volo at 6:30 a.m. Tuesday.

Sgt. Christopher Thompson of the Lake County Sheriff's Office said a 2007 Scion driven by Christine Blair, 21, of Antioch, was head south on Route 12 about a half-mile south of Route 120 when a coyote wandered out of an open field and into her lane.

He said Blair struck the coyote before spinning out of control, crossing the median and into the northbound lanes of Route 12.

Her car slammed head-on into a 2006 Suzuki Aerio driven by Cynthia Wolf, 56, of Schaumburg.

Witnesses to the accident called emergency personnel and put out a fire that had started in the engine compartment of the Aerio, Thompson said.

He said the northbound lanes of Route 12 were closed for two hours while Wauconda Fire and Rescue and the Fox Lake Fire Protection District handled the accident scene.

He said both drivers were transported to Centegra Northern Illinois Medical Center in McHenry. Officials at Centegra said Blair remains in serious condition but that there was no information available on Wolf.

The coyote was killed.

"This is just one of those unfortunate accidents that occur," he said. "And even though this one seemed unavoidable, we always remind motorists to be aware of surroundings when it comes to deer and other animals that might cross your path while driving."

Chris McCloud, spokesman for the Illinois Department of Natural Resources, said coyotes are becoming more willing to be seen in Lake and McHenry counties. He said people should become more aware of them.

"As areas become more developed over the past five to 10 years, they are becoming more and more comfortable with their changing surroundings and are willing to come out more," he said.

"That's not to say they'll come up to you because they are scared of humans and society, but they are more comfortable with it and will do things like this."

On a number of occasions since I moved here, I've been asked the question, "How is Volo?" In the context of "How is Volo?" as a place to live, work, etc. it's no big deal. But I know for a fact that's not what they're asking.

I've tried to come up with a snappy response for a while, and I've come up with a few examples:

Q : How is Volo?
A : I'm not sure. You'll have to ask Volo him/herself.

Q : How is Volo?
A : Is Volo that completely detached from every other nearby town that it has its own sense of being?

Q : How is Volo?
A : Fair. You, on the other hand, are mostly cloudy.

Could sales tax increase affect Home Rule vote?

Assuming the mass transit bill passes and Lake County sees a .5% increase in the tax rate, what would the Village do in regards to the Home Rule referendum on the table for February 5th? They've discussed implementing an additional 1% on top of the existing 6.5% for a sales tax of 7.5%. If the base rate goes up to 7%, would Volo still go after a 1% to take the Village to 8%? Or would they reduce their proposed increase to only .5% and still maintain an overall rate of 7.5%? My opinion is that I think people would be ok increasing to 7.5%, but attempting to go to 8% might cause this to fail. Thoughts?

The new year should be pretty significant for Volo. Home rule status will be decided in February, at least one significant groundbreaking should occur this spring, intersection improvements along Fish Lake Rd will hopefully occur later in the year, and who knows what else may be in store!

Grinch looking for visitors in Volo (Daily Herald article)

It was designed by the Grinch to scare away unwanted visitors from knocking on his door.

Now, its being used to bring people in to the small town of Volo.

The Volo Auto Museum is celebrating Christmas by dropping the barriers surrounding the 7-foot amplified, barking "Grinch Head" that was used to scare off unwanted guests from the Grinch's den in the film "The Grinch Who Stole Christmas."

Museum proprietor Brian Grams said the giant head -- along with other movie props at the Museum on Volo Village Road -- is one of the establishments top talking pieces.

"People really like it," he said. "It's one of those rare props that we find and love to have."

People will be able to pose for pictures up close with the giant Grinch Head from Wednesday through Tuesday.

He said the museum used to also have the sleigh used in the film, but that piece was sold because it was just too big and unmanageable at the museum.

"It had a giant inflatable bag in it and, when it was blown up, was about 20-feet tall," he said. "It would hit the rafters and, even though we didn't want to part with it, we just couldn't fit it here."

The museum does have other amazing props, like an 1891 electric chair used on inmates at the Sing-Sing Correctional Facility in New York, a "hover board" used in the movie "Back to the Future 2," and the actual cat suit worn by Mike Myers in the movie "A Cat in the Hat."

Grams said, even though the museum focuses mostly on famous automobiles, they bring in other props to draw additional people to the museum.

"We try to keep things fresh by bringing in additional items for people to see," he said. "This way, people can keep coming back and enjoying it."

In additional, the wheelchair used in the movie "Wild Wild West" starring Will Smith and Kevin Kline is not only on display, but also works.

"We haven't used it here, but we got most of the gizmos moving," he said. "It's really a cool prop to have."

There are also five antique malls, a military museum, and a kids museum sporting wares of different kind.

The museum will be closed Christmas Day, but afterward will be open seven days a week from 10 a.m. until 5 p.m.

Volo Restaurant and Wine Bar

Yesterday I made a remark about how there are no actual restaurants in Volo proper. For a meal that's not found at the Home Depot hot dog stand, you have to either cross the street into Fox Lake or visit our neighbors in Lakemoor or Round Lake.

Not to confuse you during the hustle and bustle of the holiday season, but there *is* a Volo restaurant, but it's not in Volo. If you're feeling adventurous, head into Chicago and visit Volo Restaurant and Wine Bar at 2008 W. Roscoe St. Their food has been well-rated in various online reviews, but they are just as well-known for their diverse wine selection, including various wine flights that allow you to sample 3 wines of a similar classification (spanish reds, pinot noirs, and even champagne!) for between $13-$17. Incidentally, the word "Volo" is an Italian word meaning "flight."

So if you're ever in the city and need a place to eat, check out Volo. Be sure to get carded so that you get a big smile from the server when they see where you live!

Daily Herald article from 12/15/07. I'd actually be for it if it keeps property taxes at bay. 7 1/2% is still a pretty decent tax rate and how many businesses are we really paying sales tax to in Volo other than Home Depot, Autozone, Aldi (and soon to be Starbuck's)? I also realized the other day that other than the hot dog stand in the Home Depot entrance, Volo has ZERO restaurants! :-)

Tiny Volo looks to join big towns with home rule

Normally, it takes a population of 25,000 for a community to achieve home rule status.

But, Volo -- with only 1,600 residents -- doesn't want to wait that long.

Village officials are proposing to fast-track the process by asking residents to grant home-rule status through a referendum on the ballot Feb. 5.

Mayor Burnell Russell said being a home-rule community will allow Volo to increase sales tax dollars needed to upgrade streets, sewers and water lines in preparation for the onslaught of commercial development projected along routes 12, 60 and 120.

"We have the roads here to dramatically increase the amount of commercial we have," Russell said. "But those roads will need to be improved for safety while this is going on, and that's expensive."

According to the Illinois Constitution, home-rule status gives a village more power to regulate local affairs.

One of those powers, under the legislation, is the ability for a community to raise taxes, including a sales tax.

It also gives village boards the power to raise its property tax above the state imposed tax cap.

Russell admitted the home-rule powers could scare some voters but said he has no intention of raising property taxes over tax cap rates.

"Out of our $1.35 million budget, we only get $118,000 from property tax," he said. "We don't need more than that from residents. We need an increase in sales tax to get roads fixed."

Raising the sales tax by 1 percentage point, Russell said, would double the amount of money the village collects annually from retailers.

The sales tax in the village is now 6.5 percent, he said, but 5.5 percent goes to the state and county.

If the request is approved, the sales tax would rise to 7.5 percent and the village would keep 2 percent.

Volo has been contemplating asking residents for home-rule status for five years. The issue surfaced in 2002 when officials considered putting the home-rule question on the ballot to increase developer impact fees.

The board never put the request to voters, Russell said, but the idea didn't go away.

"There are a lot of good reasons why we should do it," he said. "It doesn't solve every problem we will be facing with the commercial we are bringing in, but it will definitely help us a lot."

New traffic signal in operation

At first thought, you might say, "There's no traffic signal at 12 and Molidor Road yet." And you would be correct as the signal is actually at the intersection of Gilmer and Ellis Road. It looks rather funny all by its lonesome, visible from 120 as well as 12. I love the illuminated street signs which are starting to pop up at other intersections in adjacent neighborhoods.

Metra update

A week or two ago, I sent an e-mail to Metra via their On The Bi-Level newsletter asking about three projects that are rather important to those Volozens who ride Metra each day:

1) The Long Lake parking expansion as reported on Round Lake Mayor Gentes' blog
2) Double tracking between Rondout and Fox Lake (right now, most of this is only single track)
3) The reconstruction of the Round Lake station as part of the downtown Round Lake revitalization plan.

Here was Metra's response:

We cannot provide any timelines for the specific projects you have mentioned here. Right now the Metra capital program which pays for things like this is minimal. Very few station projects exist and new double tracking is not happening anywhere. We are familiar with the needs and requests - here and elsewhere - but with tight budget times improvements like this are going to have to wait.

I've been rather quiet the last few weeks, and that's because things in Volo have gotten a bit sleepy as we near the holiday season. Construction on Starbucks is progressing slowly, nothing really new to report on Volo Village Marketplace, and no articles of substance in any of the local papers with the exception of the tragic drunk driving accident on 12 a week or two ago.

Unfortunately I don't know how many people read this with any regularity, but whether you are a Volozen or just a friend, I wish everybody a very happy and safe Thanksgiving! The Volo tree lighting is scheduled for Saturday, December 1st...

Trick Or Treat!

The Village of Volo website shows that trick-or-treating hours are from 3-6pm on Wednesday. It's kind of a shame that villages set their trick or treating hours in the middle of the afternoon while it's still daylight and while households with two working parents are on the job. Long gone are the days when you could walk from house to house for hours in the evening and collect tons of candy. I remember one year, my dad and I were out until probably 9-9:30 and I had half a pillowcase full of candy bars, bubble gum, sweet tarts, bottle caps, etc. Those were the days!

The dust needs to settle

While construction is fully underway on the Starbuck's site, I've also been hearing the sound of bulldozers on the plot of land just south of my house (I live in Terra Springs). The thin layer of brown dust that settled in my house while I still had the windows open was a sign that earth was definitely being moved.

In checking the zoning map, it looks as if that section of land, that I thought was occupied by a nursery, has also been zoned as Mixed Use PUD. In doing some further checking, it looks as if this land is what is known as Remington Pointe North, which will add more single family homes just south of Terra Springs. It looks as if Brandenburg Rd will continue east of Route 12. It's a shame they can't build a connector road into the south end of Terra Springs so that those of us who live on the south end of Terra don't have to head all the way north to Home Depot and then backtrack.

Looks like my windows are going to need to stay closed for the next few years! :-)

Big Hollow district debates how to spend sale proceeds

With so much focus on retail development in the last few posts, it's time to get back to the ever-delightful Big Hollow District 38.

Should the money from a land sale be spent on students or help cash-starved Big Hollow School District 38 pay down its debt?

That's the question District 38 officials will try to answer over the next couple of months, as the sale of their now-vacant property at the corner of routes 12 and 134 in Fox Lake gets closer to being finalized.

Half of the board members said during Monday's board meeting at Big Hollow Middle School they would like to see profits from the property sale used to reinstate programs cut due to a shortage of funds.

However, the other half said they would like to reduce the district's debt.

District 38 officials decided earlier this year to go to voters with what will be the fifth tax increase proposal in six years. This year, the district is borrowing about $3 million in short-term loans to cover bills until tax money from new residents can be claimed in June. The district pulled similar loans for $1.2 million in 2005 and $1.8 million in 2006.

The expected $5 million from the sale of the 12-acre property could pay off the short-term loan from this year, and part of one that officials expect to take next year.

Or, it could be used to cover instructional programs cut from the budget this school year. Officials this summer unanimously decided to cut all art and music classes for the 2007-08 school year.

They also reduced computer instruction from twice a week to once a week for first- through fifth-graders. The course has been eliminated for kindergarten students and students in sixth through eighth grades.

Board President Vickie Gallichio said officials cannot wait to see if the tax increase proposal passes in February before they decide how to use the money from the land sale.

"The sale of that property is the No. 1 issue for residents in the district," she said. "They not only want us to sell it, but they also want to know what we will do with the money."

The district, which serves portions of Ingleside, Fox Lake, Lakemoor and Volo, has had to accommodate explosive growth in recent years. Over the past 10 years, enrollment has gone from 400 students to 1,400 students.

Gallichio said the issue will be discussed further at the district's next board meeting at 7 p.m. Monday.

I was avoiding a traffic jam at 120 and 12 a few weeks ago and decided to travel down the east leg of little Volo Village Road. On my left, I noticed a little building with the name Koenemann's. Since I'm always interested in adding anything Volo to this blog, I did a little research and stumbled upon the Koenemann story. It's always great to still see a family business continue to thrive despite the sprawling metropolis going on around them. I've added a link to their website on the left side of the blog. Starbucks about to break "ground"

Sorry for the bad pun, but the "Coming soon" sign is up and the temporary fence has been erected around outlot #3, future home of Starbucks. Within a few months, Volozens will be be able to get a caffeine buzz in their own backyard!

Big Retail Targets Tiny Towns

Far suburb Lakemoor, neighbor Volo to grow

The village of Volo has a population of just 2,300, while its sister community to the west, Lakemoor, has only 4,800 residents. But those numbers haven't stopped big retail developers from mapping plans for shopping centers in this far northwest suburban crossroads.

At the southwest corner of State Routes 12 and 120 in Lakemoor, Tucker Development Corp. of Highland Park has acquired 74 acres and is proposing a 700,000-square-foot center. Across the street, in Volo, a partnership headed by Mid-America Real Estate Corp. of Oakbrook Terrace has acquired 90 acres and plans a 750,000-square-foot project.

Tucker executives did not return calls; a Mid-America executive involved in the Volo development could not be reached.

Both communities have seen a surge of interest from residential developers.

In Lakemoor, Westminster Swanson Land Partners LLC has acquired three separate tracts for subdivisions encompassing more than 3,000 homes. In Volo, village President Burnell Russell says a half-dozen homebuilders already have gained approval to build more than 2,000 houses. He predicts the village will grow to 10,000 residents by 2013.

As for the dueling shopping centers, Mr. Russell says, "I'm not sure that there is enough demand for retail here to allow both of them to go ahead."

Indeed, the housing slowdown is likely to hold up some subdivision starts, and, if that happens, the retail projects could be delayed, too, says John Melaniphy, president of retail consultancy Melaniphy & Associates Inc. in Chicago.

"It would be very difficult for both of these shopping centers to move forward right now," he says. "The developers are counting on a tremendous amount of new housing. . . . It's likely to come down to whoever can sign up willing retail tenants first."

Water system to be flushed

According to the Daily Herald, the water system will be flushed on Thursday, October 11th and will primarily affect Terra Springs and Remington subdivisions. Residents may experience water discoloration, pressure variances and some stirred up particles in the water. Residents are asked to contact the village with questions at (815) 344-4471.

Getting Steamed at Volo Commons

It has been confirmed that Starbucks will be going into the 3rd outlot of Home Depot next to AutoZone and Aldi at the corner of Route 12 and Hartigan Rd. No details on when ground will break or when it will open, but AutoZone only took about 3-6 months to build.

What I find puzzling, however, is that the site plan also shows a Ford/Kia dealership on the north side of Hartigan. I remember an article around the first of the year saying that the Village had been trying to lure the dealership from Fox Lake, but their indecision led the Village Board to rescind their incentive to build.
